本年度計畫主要針對環境影響評估審查通過之六個開發案,包括「核能一廠」、「核能四廠第一、二號機發電計畫」、「中部科學工業園區第三期發展區(后里基地-后里農場部分)開發計畫」、「南科液晶電視及產業支援工業區(樹谷園區)開發計畫變更案」、「六輕四期擴建計畫」與「台灣中油股份有限公司三輕更新擴產計畫」等六個案,協助環保署依「環境影響評估法」第18條規定主管機關監督環境影響說明書、評估書及審查結論之執行情形,每季辦理現場勘查監督工作、會同環境監測作業及協助辦理監督委員會議,以落實環境影響評估書件及審查結論的執行成效;另協助辦理「中美環保技術合作協定」第10號執行辦法及相關環評書件資料之管理維護,有效強化環境影響評估制度效能及提高行政效率。
本專案計畫經執行檢討建議如下:
(一) 未來延續性計畫應即時掌握本計畫六個專案的訊息及環保議題,彙整相關資料以利協助環保署釐清相關問題及進行現地監督作業。
(二) 建議環保署應持續辦理會同環境監測作業,不定期進行查核,進而確保開發單位之代檢驗業者執行採樣之標準作業程序是否符合公告之檢測方法以及檢測數據的品質。
(三) 肯定環保署廣納公民之意見,建立交流平台,並要求開發單位考量處理時效,儘速回覆辦理情形。
(四) 建議環保署於每年舉辦「環境影響評估法令說明會」時,能適當說明「開發單位執行環境影響評估審查結論及承諾事項申報表」撰寫之方式,促使開發單位能正確提供開發現況及內容之資訊;以提高環保署於後續監督之作業,能迅速且即時掌握各開發案之辦理進度,也及早輔導開發單位履行各開發案之環評承諾事項。

This annual project reviewed and supervised the approved environmental impact assessment (EIA) reports of six development projects, including the 1st nuclear power plant, the 4th nuclear power plant, the 3rd phase of Central Taiwan Science Park development project (Houli Science Park), the Tree Valley Park development modification project, the 6th Naphtha Cracker Project of Formosa Plastics Corporation, and the 3rd Naphtha Cracker Renovation and Expansion Project of CPC Corporation, Taiwan in the contract period. The contracted team assisted the Environmental Protection Administration (EPA) to implement the “Environmental Impact Assessment Act” and to monitor the commitments concluded in environmental impact assessment reports during each development stage in the construction and operation period. In order to monitor the effectiveness of the environmental impact assessment and to examine EIA commitments, the project conducted quarterly on-site investigation and environmental monitoring. The surveillance committee meeting was held regularly every three months to review and enhance administrative performance. In addition, the project team assisted the administration of the implementation arrangement under the Agreement between the American Institute in Taiwan and the Taipei Economic and Cultural Representative Office in the United States for technical cooperation in the field of environmental protection, and the management of the related documents of the environmental impact assessment.
This project team proposed the following four recommendations to the committee:
1. The continuous project should acquire timely information of the six supervised projects and the related environmental issues. Important information should be collected and provided to the EPA to clarify issues and to assist on-site supervision operation.
2. The EPA should continue its joint environmental supervision operation irregularly to ensure the sampling operation standards performed by the development inspector are conformant to the officially proclaimed testing methods and data quality requirements.
3. Public participation and opinions should be received and responded through official communication platform. The developers should take the public opinions into consideration and reply as soon as possible.
4. During the annual EIA regulation seminar, the EPA should explain appropriately to the developers how to fill out the form of the EIA examination conclusions fulfillment and commitment, so the developers are able to provide correct information of the development status. Correct development information is important for the EPA to continue its supervision and management of development projects, and to ensure the developers’ commitment to the EIA examination.
