本計畫主要工作內容包括(一)研提「全球氣候變遷之我國調適政策」成效評估、(二)研提「政策永續性評估」報告與(三)完成「2009台灣永續發展指標」現況報告。
本計畫完成(一)研析聯合國、英國、韓國、中國等調適政策與工作,比較各國在此議題之作法及其差異性,並評估國際未來之趨勢及作法。彙整國際間調適趨勢及作為、研討會之建議,另納入「亞洲沿海大城之氣候風險與適應報告(Climate Risks and Adaptation in Asian coastal Megacities)」(2010年9月)與《坎昆協議》(2010年12月)提出之調適行動,完成全球氣候變遷之我國調適政策」成效評估報告,作為政府未來研擬調適政策之參考;(二) 初步研析經濟合作開發組織 (Organization for Economic Co-operation and Development, OECD)於2008年發表之「進行永續評估 (Conducting Sustainability Assessments)」報告。歸納歐盟、瑞士、比利時與奧地利等政策永續性評估目的、評估方法、評估流程與應用實例,研提「政策永續性評估」報告,作為未來政府擬定「永續性評估準則」之參考;(三) 新版永續發展指標於2009年12月31日修定完成,涵蓋指標為102項。為協助永續會完成2009年永續發展指標之計算,本計畫將原行政院研考會開發之「國家永續發展指標計算資訊管理系統」進行功能擴增及資料建置,編撰「國家永續發展指標計算資訊管理系統」之操作管理說明手冊,並辦理2場次「國家永續發展指標說明會」來協助各部會上線完成「2009台灣永續發展指標系統」之指標初始資料填報作業,並完成2009指標之計算,結果將於12月底公佈於行政院國家永續發展委員會全球資訊網。
英文摘要:
The project is set to accomplish three objectives, i.e. (I) the report for evaluating performance of the adaptation policy in Taiwan, (II) the report for sustainability Influence assessment, and (III) the report for sustainability development indicator of Taiwan in 2009.
The adaptation policy and measures from the United Nations, England, Korea, and China have been collected and compared to propose the future trend in response of the climate change. In addition, a symposium has been carried out to discuss the (I) adaptation policy, (II) adaptation issue guidance, and (III) Risk evaluation. Considering of the future trend, suggestions from the symposium, and latest international report and convention, i.e. Climate Risks and Adaptation in Asian coastal Megacities (World Bank, Sep. 2010) and Cancun draft(the United States Dec., 2010), the report for evaluating performance of the adaptation policy in Taiwan has been accomplished.
The procedure and method for sustainability Influence assessment from European Union, Switzerland, Belgium and Austria have been collected and compared by referring to the “Conducting Sustainability Assessments(OECD, 2008)”, and report for sustainability Influence assessment has been accomplished. In comparison of the developed method, the qualitative and semi- quantitative methods used by Switzerland has been recommended.
In order to use 2009-versiond sustainability development indicator system to evaluate the status of sustainability development in Taiwan, the project has strengthened functions in the sustainability development indicator network system (http://nsdnind.epa.gov.tw/dispLogin/login.aspx) to adapt new system. To enhance the capability to access the network system and import indicator data, the booklet has been edited and two guidance meetings have been held. The outcome for sustainability indicator in 2009 has been accomplished and will be announced to the public on the National Sustainable development Council Network in the end of December.
