有關蒐集國內公民電廠設置太陽光電發電之案場，並分析各案場設置類型、發電容量、推動歷程及營運狀況，研提結合公民電廠模式推動低碳永續家園太陽光電系統之策略作法方面，計畫團隊初步建議透過既有之「經費補助」與現場訪查、宣導說明會等「行政協助」的相輔相成，並結合低碳永續家園公民參與精神，推動綠能屋頂、強化與民眾溝通，促使民間響應政府推動綠色能源的政策；另協助研擬太陽光電系統媒合平台規劃書與公私有場址規劃媒合作業程序。
辦理低碳永續家園村里太陽光電系統潛勢場址訪查及輔導部分，已訪查205家潛力案場，並優化「行政院環境保護署（現環境部）國有公用不動產設置太陽光電公民電廠租賃案」之契約文件，作為未來推動私有案場訂定租賃契約之參考，並完成106場次進行專業技術團隊可行性評估；以及完成6場次推動公民電廠參與低碳永續家園綠能屋頂之相關座談會、研商會或宣導說明會，以宣導推廣結合公民電廠推動太陽光電之相關事宜。

The objectives of this project can be divided into four major work items, including: (1) Collecting information on domestic Community Renewable Energy Projects with solar photovoltaic power plants, and analyzing the types of installations, generation capacities, promotion processes, and operational statuses of each site. Then proposing strategies for involving citizens in promoting solar photovoltaic systems in Low-carbon and Sustainable Homelands. (2) Conducting surveys and providing guidance on potential sites for solar photovoltaic systems in communities of Low-carbon and Sustainable Homelands. (3) Planning to establish a solar photovoltaic systems matchmaking platform for communities on the website of Low-carbon and Sustainable Homelands. (4) Promotion of the establishment of Community Renewable Energy Projects with solar photovoltaic power plants. As well as handling other administrative support matters. For the first objective, the initial recommendation for promoting the project is to achieve the spirit of citizen participation in Low-carbon and Sustainable Homelands, by leveraging existing “Funding Subsidies” and “Administrative Support” (such as on-site inspections and promotional conventions). The result of this approach is to promote the installation of green energy roofs, also enhance communication with the public, and ultimately encourage private sector support for the government’s green energy policies.
For the second objective, this project conducted site visits to 205 potential locations, and assisted in optimizing the bidding documents for the “Leasing case of Community Renewable Energy Projects with solar photovoltaic power plants installed on state-owned public real estate, the Environmental Protection Administration of Executive Yuan (now under the Ministry of Environment)” to serve as a reference for drafting leasing agreements for future private site projects, then conducted feasibility assessments by professional technical teams in 106 conventions.
This project additionally completed 6 sessions of related forums, workshops, and promotional conventions to encourage Community Renewable Energy Projects participation in green energy roofs of Low-carbon and Sustainable Homelands. These sessions aimed to promote the integration of Community Renewable Energy Projects with solar photovoltaic initiatives.
