本計畫透過在新南向國家環境品質現況及政策之研析中，分別針對越南、菲律賓、泰國、馬來西亞、印尼等重點國家，探討各國環境問題、民眾關切議題、政策與制度進展、當地環保產業發展情形，以及未來環境保護政策願景與技術面需求。研析結果發現新南向各重點國家目前亟待解決的環境問題仍以基礎公共建設不足而造成的環境品質問題為主，包括：垃圾處理多以掩埋為主，處理量能不足；缺乏廢水處理設施，工業、家庭廢水未經處理直接排放；缺乏空氣品質防制設備等。我國已有較成熟的環境法規制度及環境處理設施，未來可以協助各國建立完整法規制度及人才培訓為出發點，開拓我國環保產業輸出之商機。
本計畫亦協助規劃與建立與重點國家長期對話機制，彙整近5年(2015-2019)我國與新南向國家環保合作與交流情形，越南為新南向重點國家中目前雙邊環保交流最為緊密之國家，與新南向重點國家的交流重點議題以有助於我國環保產業輸出之廢棄物處理、空氣污染、廢水處理為優先。透過本報告探討現階段在新南向政策之下，我國的環保經驗與新南向國家之間的可能合作關係與推動策略，並整合了產官學研各方面的力量，讓計畫的目標得以付諸實現，做為我國在新南向輸出及交流中在環境保護領域的整體策略規劃報告。
英文摘要：
Through the study and analysis of the current environmental quality status and policies of the new southbound countries, such as Vietnam, Philippines, Thailand, Malaysia, and Indonesia, the project focused on the discussion of environmental problems, public concerned issues, progress of policies and systems, development state of local environmental protection industries, and future environmental protection policy visions and technical needs. This report explored urgent environmental problems of key new southbound countries, and have identified these environmental issues are mainly caused by the lack of basic public infrastructures, e.g. inadequate and improper waste treatment capacity, lack of waste water treatment facilities, industrial and domestic wastewater is discharged directly without treatment; lack of air quality control equipment. However, Taiwan already has relatively mature environmental regulations and environmental treatment facilities. Therefore, we can start assisting these countries to establish sound regulations and provide personnel training in order to create business opportunities for Taiwan’s environmental protection industry.
This project also assisted with the planning and establishment of long-term dialogue mechanism with key countries. The project summarized environmental protection cooperation and exchanges situation between Taiwan and new southbound countries in the past 5 years (2015-2019). Among the key new southbound countries, Vietnam has the closest bilateral environmental protection exchange with Taiwan. Key priority topics that will help contribute the export of Taiwan’s environmental protection industry includes waste treatment, air pollution, and wastewater treatment to these key countries.
Through this report, we explored the possible cooperation relationships and promotion strategies between Taiwan and the new southbound countries, in regards to the exchange of environmental protection, and integrate all aspects of industry, government, and academia to reach the goals of this project.
