摘　要

本計畫為環保署「低碳永續家園推動方案」運作機制第10組「社會行為科學與評比工具」組之輔助計畫，目的為研討低碳永續家園之社會行為科學、評比工具與機制，以有效推動「低碳永續家園推動方案」。

配合研擬低碳永續家園社會行為科學與評比運作機制等推動策略，成立中央社會行為科學與評比技術與資訊諮詢小組（以下簡稱諮詢小組）。本諮詢小組自101年1月起共召開或參與9次會議，研商低碳永續家園評等認證架構、輔導教育訓練、管考、國際合作方案以及行動項目等內容。

經過歷次會議召開及參考國內外評比認證流程方法，本計畫研擬一套符合我國環境之評比機制架構，以縣市為當然成員、鄉鎮市區及村里為自願參與之方式，推動研擬「低碳永續家園評比機制草案」我國邁向低碳永續家園，先擬定表格及撰寫方式，並協調「低碳永續家園方案」10個運作小組研納入評比之提行動項目執行說明，後續召開寫說明會及2次研商會議，擬定及彙整205項行動項目，此外，亦研提兩個開放性評等認證方案供環保署參考：一為不論參與何種等級認證，皆須通過書面審查及現場勘查；另一方案為僅有參與金級及銀級認證者須通過書面審查及現場勘查，銅級及入圍級僅須通過書面審查。認證期限為三年，通過金級及銀級認證者規劃須接受每半年一次之管考。

本年度已規劃評等認證二方案供環保署參考，後續建議試行二方案後選出較適合之方案推行，並參考試行結果修改評等認證方案。另建議各參與單位後續推行以自償性為主，亦可自行開發財源。此外，在教育訓練及輔導方面，建議應加強政府官員、社區管委會等較上位層級之人士相關知識，透過有領導能力之人員帶領基層民眾一起執行相關方案，必能更有成效。

There are ten-group projects to promote the sustainable low carbon homeland in Taiwan EPA, and the project is one of them. The purpose of this project is to establish the certification framework to promote sustainable low carbon community/city in Taiwan.

In order to establish the certification framework of sustainable low carbon community/city in Taiwan, the project set up a central technology and information advisory group (referred to as the advisory group). Since January 2012, the advisory group has hold and participated nine meetings to discuss about the certification mechanism framework, actionitems and its execution description, as well as training, and supervision to assist community/city to involve in the certification,.Besides, the project proposed suggestions to promote international cooperation.

With regard to the certification mechanism framework proposed in the project, all cities and counties are required to participate in the certification program to apply for Nominated, Copper, Silver or Gold level award, but the township and community are voluntary to participate. In addition, the project collected 205 action items for certification, and provide two open certificate procedures for EPA to choose. One is that all levels are required to pass a paper-review and site-investigation; and the other is that only iGold- and Silver-level certification are required site survey, the Copper- and Nominated-level certification are required a paper-review. The certificate need to be renewed every three years, and the gold- and silver-level certification need tracking its implementation every half a year.

The project proposed advices for EPA to follow-up the certification framework. First, EPA might take trial implementation to testify two suggested procedures.. Second, the self-financial resources for participants will need to be furthered clarified… Third, capacity-building for government officials, community management committee, and other leaders will be crucial to implementation the sustainable low carbon community/city project.
