計畫摘要
本計畫主要的目的在於完成主要親水活動地區（遊憩區）風險分析所需之基礎調查及完成風險分析。本年度主要工作項目包括三大部分：（一）計畫背景分析及研究方法確立；（二）親水活動地區（遊憩區）風險評估所需相關調查；（三）風險分析。 工作內容摘要如后：（一）計畫背景分析及研究方法確立：1.完成蒐集及分析國內外相關案例及評估方法，並據以建立淡水河流域從事親水活動之風險分析方法；2.完成蒐集分析各相關單位於淡水河流域，所完成之既有水質、水文、底質（泥）等相關背景資料；3.完成蒐集彙整並建立淡水河流域目前主要親水活動區域及其活動特性。（二）親水活動地區（遊憩區）風險評估所需相關調查：完成1.直接接觸水之活動區（3處）水質與底泥採樣分析，以及2.非直接接觸水之活動區（4處）水質與魚體採樣分析。（三）完成風險分析：1.依據危害性物質調查結果，建立模式分析風險；2.分析水質可能影響民眾親水活動行為之風險以及可能造成民眾高風險之行為；3.提出建議可從事之親水活動及其區域。
This plan principal goal consists in accomplishing the needful fundamental investigation of risk analysis at main water affinity area (amusement and rest area) and the risk analysis. This year prime task project including three major parts: (1). plan background analysis and research method establishment, (2). needful relative investigation about the risk assessment at water affinity area (amusement and rest area); (3). risk analysis. The content is as follows: (1). background analysis and research method establishment: (a). completes the data collection and analyzes the domestic and foreign correlation case and the evaluation methods, and according to establishes the Tamsui River basin to be engaged in the water affinity activity of risk analysis method, (b). completes the collection to analyze each correlation unit in the Tamsui River basin has already completed the related background material of the water quality, hydrology, sediment (mud) and so on, (c). completes to collect and establish in Tamsui River basin of the present main water affinity active area and the active characteristic. (2). completes the needful risk assessment investigation of water affinity area (amusement and rest area): (a). the water quality and sediment (mud) sampling analysis at direct contact water area (three areas), (b). the water quality and fish body sampling analysis at non-direct contact water (four areas). (3). completes the risk analysis: (a). basis hazardous material investigation result, establishes the pattern analysis risk, (b). analysis water qualities that possibly affect risk of the populace water affinity activity behavior as well as possibly high risk behavior, (c). proposed the suggestion may be engaged in the water affinity activity and the region.
